The black streaks have a name. The organism is Gloeocapsa magma, a cyanobacteria that feeds on the limestone filler in asphalt shingle and holds onto moisture. It travels on the wind, lands everywhere, and only takes hold where it stays damp long enough. That is why the streaks always run downward, and why they show up worst on the north slope: it gets the least direct sun, so it stays wet the longest.
Central Valley roofs take a beating from two directions. Winter tule fog keeps the surface damp for days at a stretch, then the long triple-digit summers turn that damp roof into a warm incubator. Shaded, north-facing slopes stay wet longest, which is why they always look the worst, and why a company that only washes the street-facing slope has not really done the job.

It is not sitting on top of your roof, it has rooted into the tile surface and down between the shingle granules, so when it dries out and tears loose it takes roof material with it.
